The stage of defining the project and its planning is crucial for achieving the planned goals. At this stage, knowledge about the project is relatively limited, while the possibility of influencing the final result of the project is relatively greatest. At the same time, the costs of revising any wrong decisions at this stage are many times lower than in subsequent stages of the project (e.g. design, implementation, and even more so operation of the project).

These costs are estimated to increase exponentially as the project progresses to the next stage.
